With this in mind, the Tarlac City Schools Division (TCSD) takes the direction toward treating school children the way a good mother treats her own. The battle cry is Competence and Character.

Competence is building the BEST people in the organization… BEST as in Being Experts in Service and Trends. This means that the TCSD shall pursue human resource development through output-based trainings and promote service without cost.

Character equates to honesty and integrity – traits that will come closely knit in the BEST people in the exercise of their duties and functions.

TCSD encourages healthy feedback from all stakeholders to ensure continuous improvement in the delivery of educational services. Only with feedback can the Division advance change for the better in the venture to serve the ultimate clientele, i.e., the school children, with Competence and Character.
